What is Community-based Harassment?

Community-based harassment is a grown-up version of school yard bullying. Multiple individuals within a community participate in the harassment and stalking of a single individual. However, rather than attack a victim physically, techniques are used to undermine a person psychologically. This can be far more damaging than a physical attack because not only is it very hard to prove, but it is extremely traumatizing for the victim. (Also known as cause stalking or gang stalking).
What sets community-based harassment apart from the related examples to the right is that the reason it takes place is often obscure to the victim. Without a solid reason for its occurrence, victims are often dismissed as delusional.
In addition, this form of harassment often leaves the target a victim of ridicule among friends and family because of the subtle nature of the attacks, which further compounds the trauma to the victim. It is emotionally draining and isolating to the victims because it is extremely difficult to prove, and virtually impossible to prosecute.

What Is Organized Stalking?
Call it "an extra-judicial corrections system", or call it "KKK for everyone."
But make no mistake about it: The fact that organized MULTIPLE stalking has become common, and is NOT prosecuted by the justice system of any country, means that constitutional rule of law is DEAD. When citizens can be targeted for years and DECADES without law enforcement acting to stop the crimes, you have no rule of law, you have the rule of the jungle.
What you are going to read on this site may not seem real to the unaware public.So when we discuss organized stalking here, please keep in mind that this is a real issue, not some paranoid ranting. One question which deserves to be asked of government and the media repeatedly is: Why is this being hushed up?
BASIC METHOD: The LIE is the cornerstone of organized stalking.
Assemble a large GROUP dedicated to "rid your community of undesirables." 100 people or so. Harass a selected target with attacks that look like "life's normal breaks". That way, if the target complains, the target is regarded as mentally ill. Add in some sabotage and tell lies about the target, and you can destroy someone. It WORKS. ALWAYS. Having a GROUP do this is what makes it work, and allows the harassment to continue for the target's life. NETWORKING of these groups means the target canNOT escape by moving.
In effect, these networked stalking groups have established a "parallel justice system," in which innocent people are intentionally "prosecuted" and in which the innocent are not entitled to a defence. In fact, it seems as if this phenomenon may have started out as a justice system effort to "get justice for" people who "should have gotten justice" from the visible justice system but didn't for some reason. Being totally unaccountable to anyone, this "parallel justice system" began to "get justice for" people who were NOT criminals, but for some reason "weren't liked" by someone in power. Such a covert "justice system" is ideal for "nuisance people" like whistleblowers and activists too.
And by breaking up
what is literally the crime of torture for the target among many
people, each of whom only contributes an occasional 'nuisance', the
stalkers can't, under the present 'justice' system, be held criminally
liable. The perfect crime, so far.
In fact, the average organized citizen stalking gang member has NO criminal record, which makes getting police to investigate them quite difficult. (The average citizen stalking gang member IS very SELF-righteous, and in fact has deluded themselves into believing their crimes are acts of community service!)
Citizen stalking groups include everyone from small children to seniours, from homeless street people to highly skilled and placed technical, business, and government people. Group members certainly don't look anything like "gang members" in most cases, though youth and other gang members can be involved. Citizen stalking group members' appearance, in fact, is indistinguishable from any other citizen. This is one reason for their incredibly seamless cover.
But be assured, visitor, that organized stalking goes far beyond simple skits made to look like life's normal mishaps. If you read the anecdotes and case summaries, indexed below, you will see that organized stalking uses groups of deluded people to utterly destroy every facet of the target's life. Facets including the ability to earn a living, peace and quiet at home, the ability to operate a reliable car, and every friendship, business and family relationship. SUICIDE has been the end result of some cases of this relentless harassment, which has continued right up to the end of the natural life of some targets. It continues in institutional settings like prisons and hospitals. These citizen stalking groups show NO MERCY to their targets.Multi-stalker cases haven't yet achieved the credibility level of single stalker cases, or workplace mobbing
cases. Multi-stalker cases are not treated by law enforcement and some
social service agencies as "bona fide stalking." Sometimes, victims who
complain about multi-stalker crimes are deemed mentally ill. The
psychiatric establishment's hair trigger diagnosis of the
multi-stalking target being "delusional" is a very powerful means of
keeping these crimes under wraps.
The
credibility problem is compounded by the fact that police will usually
deny the existence of organized stalking. It's been reported that when
an organized stalking target complains to police, often the police
ignore the complaint and focus on finding any possible way the target
can be made to look as if he/she is responsible for the harassment, or
is maybe "overreacting to life's normal mishaps." It's not unusual for
police responding to an organized stalking complaint to suggest that
the target "see a good psychiatrist." It is very interesting that
womens' assault centers know organized stalking is happening, while
most police and doctors somehow don't.
- Citizen harassment groups who tell their members LIES about their designated targets, sometimes with the purpose of "running the target out of town"
- Police
and other public safety officials who have developed methods of
"settling scores" with people they can't "get justice" for in court.
This includes battered spouses
who make complaints about abusive officers, where other officers
believe they are justified in defending against an "attack" (complaint
against) "the police family" by attacking the complainant. Important: NOT
all police are participants. In fact, some police are reporting being
harassed by the organized stalkers, who seem, by way of their covert
network, to have a power base equal to or greater than the visible
justice system. How this power base works is not known to anti
organized stalking activists at this time. We in the organized stalking
target community do NOT intend to disparage the majority of honest
police
officers.

- Anti-corporate or government whistleblower activity
- Anti-corporate or government activism
- Overzealous church groups harass "sinners" to "straighten them out"
- Overzealous neighbourhood watch-like groups harass people they believe have criminal records (but don't!)
- Harassment of the "mentally ill" - totally against the law, and in the case of organized stalking targets, usually not even true. Sometimes to force the target to appear mentally ill to justify the harassment.
"Some authors refer to cause stalking as terrorist stalking. Groups do not just stalk individuals. They employ organized programs of harassment which include BREAK-INS, PROPERTY DAMAGE, ASSAULT AND OCCASIONALLY, EVEN DEATH. The CHILDREN of a target are a favorite."
"In order to establish bases of operation, they will ENLIST THE ASSISTANCE OF NEIGHBORS. In many areas, they can do this by intimidation. Those who do not co-operate can be targetted, which includes harassment of their families and damage to their homes and vehicles.
"If
they are dealing with individuals who do not know them, they can also
appeal to their sense of patriotism and they can offer drugs,
friendship, home repair, free taxi rides and what ever else they have
to. In some cases they may even be able to get a key to the residence
from a 'patriotic' landlord."
- "Groups attempt to interfere with any business and personal relationships which the target has. Typically, this interference involves character assassination from some anonymous individual and is not usually taken seriously by those who know the target. It can be effective with people who don't know the target."
- "At work, the target will also experience character assassination. If he works in any position where he has to deal with the public, there will be a steady stream of customers who complain about him. If he is a real estate agent, he will have a steady stream of prospects who OCCUPY HIS TIME but never make an offer."

"We are like the police except we are ABOVE the police."I also spoke with police officers from across the country. They confirmed the existence of stalking groups across the country. In general, they said that 'cause stalking' is primarily a civil problem where the plaintiff has to prove financial loss. They also said that there are free speech and grass roots issues involved. In fact, the police themselves are targets of these groups. In small towns, the number of members in these groups can easily exceed the number of police officers. In general, the police will NOT talk about stalking groups. One officer did say there is a storm brewing as groups become larger and more numerous.""Who are we? We drive the ambulances that take you to the emergency room. When your house is burning, we put out the fire. We are security guards. We protect you at night. YOU ONLY HAVE ELECTRICITY, PHONE AND CABLE SERVICE BECAUSE OF US. We are janitors. We have the keys. We fix your cars. YOU DON'T WANT TO MESS WITH US."
